Water Utility System Infrastructure Project

Solomon’s aging water system is in need of major upgrades to ensure clean, dependable service for every household. The City has developed a long-term plan to repair and modernize our system—replacing outdated lines, improving well houses, and investing in reliable infrastructure for future generations.

Voters will consider a 1% general purpose retailer’s sales tax on November 4, 2025, to help fund the improvements.

1. Why This Project Matters

Our water utility system is aging. Leaky waterlines and outdated well houses have caused maintenance challenges and rising costs. Since 2018, engineering studies have guided the City in finding the best long-term solution for Solomon’s water system.

Key goals:

  • Replace aging infrastructure
  • Modernize system controls
  • Ensure reliable water for every household

2. Project Scope and Budget

  • Total Estimated Cost: $7.6 million
  • Project Includes:
    • Replacing key transmission lines and valves
    • Updating well houses and control systems
    • Improving system reliability and capacity

The City is pursuing multiple funding sources to limit the burden on residents.

3. Funding the Fix

To make these improvements possible, the City is pursuing a combination of:

  • Water Rates: Gradual increases over time to support long-term stability
  • Grants: Continued applications for state and federal infrastructure programs
  • Sales Tax: A 1% general purpose retailer’s sales tax, proposed for the November 4, 2025 ballot

This approach allows visitors, shoppers, and online purchases to contribute, helping minimize property tax and water rate increases.
